Ignoring whether the question might be rhetorical, Lily is more in character as Shaggy. I don't think Scooby's meta extends to talking about his own speech patterns and whether or not what he's saying aligns with his own character.

I'm listening to the song now but it's 5 am, I haven't slept yet and school is a 30 minute drive away that starts at 9:30.
...not exactly what i expected, gonna have to look at this again later.

I think Lily is to be congratulated for playing along with this without much hesitation; she doesn't break character (unless others break character) and she does seem to say what Shaggy might be expected to say. It's very clear that Jamie was being honest when he pled ignorance of Scooby Doo, and while he seems to be sincerely trying to be true to the characteristics as they have been described for him, he doesn't cast the Scooby Doo vibe. It surprises me a bit that Lily didn't walk out on this setup at the beginning of the game.

Pretty sure it was meant to be a rhetorical question, a tongue-in-cheek reference to the fact that Lily blaming "Scoob" for getting himself captured isn't really something Shaggy would do. : P

No idea. It's been like a decade since I've seen even one episode. I'm just saying, I'm pretty sure that's what's meant by the comment he wrote. Tailsteak, feel free to confirm or deny.
