Whatever data he’s actually gathering, if any, is probably not going to help much. Then again, by the law of us not knowing his plan, it actually has a chance of working.
If he does get somebody well-informed, they will know that eminent domain doesn’t work that way.
Given his record he seems like he would be fine with telling somebody where he went after the fact; he should have told somebody before he went here instead. Of course, then they would have held him down physically in order to prevent him from doing it. He could have compromised by leaving a note.
