I can imagine Roscoe being primarily annoyed rather than relieved at the forthcoming revelation.

Also, apparently commissions are closed.

Tailsteak mentioned closing commissions on Twitter recently; it's more of just a time/catching up thing for December. Nothing super unusual.

Of course, if Jamie had any sense he wouldn't tell Roscoe that he made the whole thing up; he'd tell him that Transglobo abandoned the project in light of protests, or that he heard it was being reversed, or any number of things. There are lots of sensible things that could be said here that don't hurt anyone and could easily just smooth over this particular bad decision.

Although that requires the basic assumption that Jamie has some sense. I think that's an open question.

Jamie doesn't understand the limits of honestly, I think.
